Clip Art is the term used when defining digitized or electronic drawings.

Common formats that are used are PICT, Paint, PNG, GIF, TIFF, EPS, JPG and JPEG. Clip Art can be copied and added to desktop publishing programs, brochures, newsletters, and other documents created with programs or used in web presentation.

The definition of Clip Art emphasises that it does not include background images but rather "A collection of icons, pictures, buttons and other useful image files along with sound and video files that can be embedded or inserted into web pages.". If you want to have an image to go with, say, a blog entry, you would want clipart. Same for newsletters, magazines, journals...

Public domain clip art is unprotected by any copyright or patent, and may be used by anyone for any legal purpose.
Please only suggest sites that offer clip art images that are free of any copyright restrictions. The compilation (the arrangement of images on the site) may be copyrighted, but the images themselves must be freely available with no conditions attached.
