The European Commission develops policy initiatives, implements the decisions of the European Parliament and the European Council, and guards the treaties of the European Union. The Commission is an executive institution of 20 appointed commissioners and numerous directorates-general. Although the directorates-general are responsible for general implementation of policy, the commissioners are the final authority in the Commission's decision-making process.
