Localities are incorporated or unincorporated cities, towns, villages, and other types of populated places. Sites about neighborhoods are listed in the locality which they are a part of. If there is a question as to whether a given place is a locality or a neighborhood, the determining factor shall be whether the United States Postal Service recognizes the place's name as being a valid part of a postal address.
